About Us

GoHealth is the State-Owned social health programme managed by the Gombe State Contributory Healthcare Management Agency. The Gombe State Contributory Healthcare Management Agency is established by part II section 4 of the Gombe State Contributory Healthcare Agency Law, 2019 signed by His Excellency, Governor Muhammadu Inuwa Yahaya on 30th December, 2019. The Agency has the mandate to ensure to the attainment of Universal Health Coverage through a credible and sustainable mechanism for pooling of resources to finance healthcare services, and improve access to quality healthcare provision with financial risk protection. The Agency is regulated by a Governing Board which consists of major stakeholders such as the NLC, TUC, CSOs, among others.

  • To Protect families from the financial hardship of huge medical bills
  • To Limit the inflationary effects of the rise in the cost of healthcare services

Dr. Abubakar Musa

The Executive Secretary

Dr. Abubakar Musa is a Public Health professional with over 10 years’ progressive experience in the areas of Health System Strengthening, Health System Financing and Result-Based Financing approaches. More recently, Dr Abubakar was actively involved in the implementation of World Bank supported Performance Based Financing intervention (PBF) project in Gombe State.

Previously, he has worked in Clinical and Programmatic management of TB, Monitoring and Evaluation of health programmes etc. Dr Abubakar had participated in implementation of a number of donor-funded programmes in Nigeria. He has also participated in the design of several monitoring and evaluation frameworks, supervision of collection of relevant data for monitoring and evaluation activities, performed data quality assessments, and provided technical support in the analysis and management of large sets of data both in Nigeria and in the UK.

He is an MBBS degree graduate from Ahmadu Bello University Zaria (2009); holds a Master’s in Public Health (MPH) certificate from the University of Leeds in the UK and has attended numerous conferences and workshops both locally and ...

Our Departments

Operations, Standard & Quality Assuarance

Coordinate operational activities, Design of Operations (Formal Sector, Informal Sector, Health Equity Operations etc.), Oversee enrolment of all beneficiaries (formal, informal, TISHIP, Vulnerable groups) into the scheme in collaboration with other stakeholders, Coordination of operations, Program supervision, Periodic review of Operations, operations of the scheme and Develop Panel lists for HCPs

It also Manages the Communication and sensitization of enrollees about the Scheme, Approve Secondary and Tertiary care, Coordinate activities of the Agency’s Contact Centre, Conduct Utilization Reviews, Adjudication and verifications of claims – monitors TPA claims adjudication for the informal and formal sector and adjudicates claims from PHCs participating in BHCPF, Develop quality assurance (QA) guidelines and Define standards according to national guidelines and protocols

It also Inspection, accreditation, selection and contracting of Healthcare providers and Third Party Administrators for the Scheme, Ensure compliance to the guidelines, Enforces compliance to operational guideline, rules and protocols, Ensure Continuous Quality Assurance (hospital/medical audits, reviews and inspection/assessment, etc.), Reports to the Executive Secretary.

Admin and Finance Department

Admin and Finance Department is the part of the organization that is responsible for acquiring funds for the firm, managing funds within the organization and planning for the expenditure of funds on various assets.

Internal auditor should also assess the adequacy of the arrangement to prevent and detect irregularities, fraud and corruption.

He/she is responsible for risk management, control and governance comprise the policies, produce and operation established to ensure the achievement and objectives.

Ensure appropriate assessment of risk, reliability of internal and external reporting and accountability process, compliance with applicable laws and regulation, and compliance with the behavioral and ethical standard set for the Agency.

PR & S Department

This Department Provide strategic direction and coordination to the following activities:

Data Collection, Collation, Analysis and Dissemination, Preparation of annual, medium and long-term plans/budget for the Agency, Develop Key Performance Indicators, Preparation and monitoring the implementation of Annual Budget and Collaborate with relevant MDAs in the implementation of Financial Risk Protection

It also Monitor and report on the implementation of health- related policies and plans in the Agency. Monitoring and Evaluation of all health plans, Conduct Needs assessment of ICT Infrastructure and Equipment, Collaborate with relevant departments for the Procurement of materials, Design projects to be implemented and Preparation of annual and quarterly reports

It also Preparation of annual, medium and long-term plans/budget for the Agency, Develop Key Performance Indicators, Preparation and monitoring the implementation of Annual Budget, Collaborate with relevant MDAs in the implementation of Financial Risk Protection

Monitor and report on the implementation of health- related policies and plans in the Agency and Monitoring and Evaluation of all health plan

ICT, IEC & Marketing Department

ICT, IEC & Marketing Department provides support for customers and ensures that IT (Management) resourses are used as well as possible

Profiling enrollee data, Ensure enrolment in collaboration with other stakeholders, Generation/Management of ID cards for enrollees, Provide ICT tools for Revenue Mobilization, Develop/Manage ICT assets, Manage call centre functions and help desk, Monitor information channels, Manage database, Reports to the Executive Secretary and Responsible for Information, Education, Communication and Marketing (Strategic Communication)

It also Manages the information system of the Agency, Provide back-end support to every ICT infrastructure in GoHealth, In charge of enrollment and production of ID cards and helps the operations department in biometric enrolments, capturing, registration, uploading and downloading of online enrollment, empaneling enrollees, and the general management of the enrollment database.

It also Responsible for all hardware, software, licenses, cyber and internet securities and protection

Frequently Asked Questioins

  • A Contributory Health Scheme is a social security system that guarantees the provision of qualityhealth care services to all beneficiaries from funds created by pooling the contributions of participants.

  • Contributory Health Scheme is a means of ensuring all people have access to needed health services when they need itwithout having to pay for the services out of their pocket. It means beneficiaries can access healthcare without paying at the point of service delivery.

  • GoHealth basically has four (4) Programmes:
    1. Formal Sector Program
    2. Informal Sector Program
    3. Tertiary Student Program
    4. Equity Program

  • It is a Health plan for employees in the public and organized private sector.

  • An agreed percentage will be deducted from your salary while your employer will contribute same or more monthly.

  • The Fund will be managed by Independent Fund Manager.

  • The fund will only be used to pay healthcare provider for quality services rendered to beneficiaries of the scheme.

  • The contributor, his/her spouse and four biological childrenbelow the age of 18 years.

  • Any number of the familyoutsite the allowable six can be registered as an extra dependant at a cost of ₦9,000, per extra dependant per year.

  • No. However, students in tertiary institution can be covered under the tertiary institutions programme. Persons above 18 years of age and not in tertiary institution can be covered as extra dependants.

  • No. However, each spouse is entitled to cover four(4) biological children.

  • Beneficiary do not need money to access treatment whenever the need arises, Thus, the problem of converting assets to cash to pay the cost of healthcare services is avoided. Furthermore, the benefit package is among the most comprehensive.

  • No limit, as long as the care is withing the provision of the benefit package.

  • Such money is utilized for other beneficiaries. In Social Health Programme, there is cross subsidization where the healthy subsidize for the ill, the young subsidize for the old, the higher income group subsidize for the lower income group.
